FORMULASI KEBIJAKAN BERBASIS BUKTI DALAM PENYUSUNAN DESAIN OLAHRAGA DAERAH KABUPATEN GARUT

Abstract

This study analyzes the use of evidence in formulating the Garut Regency Regional Sports Design. A mixed-methods case study combined regulatory and document review, sports data, field observation, focus group discussions, and purposively selected stakeholder interviews. Analysis integrated descriptive and thematic techniques, policy analysis, and multi-criteria assessment. Findings show that regulatory, administrative, field, and stakeholder evidence was triangulated to structure problems, generate alternatives, appraise priorities, and validate choices. The process produced priorities for sports, human resources, sport science, talent pathways, data, financing, governance, and asset utilization. Evidence-based local policy formulation therefore combines analysis, local context, and stakeholder validation in a structured decision process.
